Please note due to the Ofcom ruling we have to change all existing financial agreements with our customers and as from the 1st August 2009, every 0870 number will carry a monthly service charge of £14.99 and a 3p per minute charge will apply for every call you receive.

23rd April: Ofcom confirms 0870 changes
Ofcom has confirmed that the proposed changes to the charging structure of 0870 numbers will take effect on 1st August 2009.
From Ofcom:
"Ofcom propose bringing charges for 0870 calls into line with national calls to geographic numbers so that callers would normally pay no more to call an 0870 number than to call a geographic number.
If communication providers (CPs) decide not to do this and charge more than their national rate for a 0870 call they will be obliged to include a prominent statement in advertising/promotional material whether or not 0870 calls are included in inclusive packages and bundles. One other new requirement is that CPs will only be permitted to refer to 0870 calls as ‘national rate’ in their advertising and promotional material and retail bills where their 0870 and national geographic prices are the same as for geographic calls."
Ofcom's work on this consultation needs to take place alongside an ongoing dispute on wholesale termination rates, the rates that operators charge each other to end 0870 calls on each others' networks. Work on this had been suspended pending the recent judgement of the Competition Appeals Tribunal on mobile termination rate disputes which was published recently, and as a result this work has now restarted.
Ofcom continues to assess the proposals in its May 2008 consultation and the responses to that document in light of these developments. Ofcom aims to publish a further statement on implementing any changes to 0870 policy by the end of the year.

At the beginning of the month Ofcom issues second consultation setting out new proposals to provide clarity about the price of calls to 0870 numbers and strengthen consumer protection on calls to 0871 numbers.
Ofcom confirmed on 29th October 2007 they will be delaying the implementation of changes to 0870 numbers. This means the proposed changes to 0870 numbers e.g. stopping out-payments and changing call charges will not be implemented on 1st
Windsor Telecom will be contacting all 0870 customers advising them of OfCom’s current intentions and outlining suggestive plans etc in light of any recent developments.
Potential referral to Ofcom (if a dispute arises)..
On May 22nd May Mr Kieron James, Co-chair, FCS Numbering on behalf of members wrote to Mr Gareth Davies, Competition Policy Director at Ofcom calling for ‘a delay Implementing the End of Revenue Sharing on 0870’. The letter outlines concerns about Ofcom’s intentions, particularly raising new issues and new development/information. The FCS stated ‘We believe that such a delay will enable Ofcom to reassess the impact of its proposals on citizens, consumers, suppliers and the taxpayer in light of the new information which is now available. We believe that, in its current form, this intervention is badly targeted, disproportionate and was not consulted in a sufficiently open and transparent manner’.
